Looking for a developper in microsoft visual studio modify a small program with opencv

I am looking for sommeone who could compile this program in visul studio and modify it with this information.

First : i must start this program with two parameters : folder where there is pictures, the name of the new image Second thing : when the image match, the exe must must create a file text Ok.txt or notOk.txt if not and then close de program.

Thats all, then me the source back and the exe.
