Logo & collateral design for new PR/marcomms agency in Leeds

I'm launching a new agency in Leeds. Initially I need branding that can be used across the business, but ideally I'd like to find a designer that the agency can work with longer term on a range of projects (eg agency collateral, client projects etc). Cost is obviously important (we're a start-up) but more importantly we want to work with a designer who has the right experience and flexibility - short deadlines are not uncommon in our business! I've worked in big agencies with both in-house designers and freelancers, so hopefully I understand a designer's requirements!
I've only invited 10 people from this website, based on info provided. I need responses/bids by 5pm 7th February 2012. Based on the feedback, I'd like to shortlist 2/3 designers max. to meet and discuss the brief with in more detail before awarding the work. Initial work (branding) to be completed by end Feb.
