Link building required

We are after someboy to carry out some link building to boost our clients site's Google rankings. The site currently shows at position 5 on page 1 of google.co.uk , but we would like to get it to position 1. We after somebody to quote on link building only, no seo quotes please and a 1 off fee would be best as we do not have the budget for monthly costs on this job. UK based freelancers only please.
