Joomla extension customization

I am looking for someone to customize a Joomla dating plugin. I need a user to be able to have the option to create multiple profiles on behalf of other people, with payment options to allow any profile to appear top of a particular category, homepage or search result, or appear in a Jquery slider or similar. I will need this designed to my taste, but I have a graphic designer to help in this process.

There will be other modifications, but this is the bulk of it. This website will be adult when launched, but without full nudity. For now I just need the preliminary website built, without profiles.

If you think it may be beneficial and overall cheaper to use any plugins without compromising quality, please mention. I would also like to launch as soon as possible. If you have any questions, please ask.
