IPad - Offline version of website needed for iPad

I require the 'wrapping up' of a website for use as an offline application on an iPad. Basically the iPad will be used without connectivity, no internet connection, and the user will need to show the fully functioning website as an offline version.
The website currently works in an IIS environment and uses ASP as well as an Access database.

That is the priority. The second option would be to add an 'update' function whereby the App can connect to the live site and update itself to the newest version, or for me to update them via FTP or file transfer - please provide full explanations of how your suggested option will work.

I am leaving the budget open as I need your input on how much work is involved and your ideas on costs, but will require a fixed cost please.
