Interactive wheel with 5 layers which can move independently

In order to illustrate a range of qualitative choices, I have a wheel with 5 separate layers (6 tabs on each layer), each of which needs to be able to turn independentlyand include the option to add pop-outs and hyperlinks to a variety of other material.

I would also like to include an "enter" button so that the user's choices can be emboldened when they press this button.

If at all possible, I would like the wheel to be created using jQuery, so that is accessible in as wide a variety of browsers as possible. Otherwise HTML5 in preference to Flash.
