Independent Regulator Discussion

A conprehensive discussion and evaluation of the pro's and con's of independant regulators. Ideally should be tailored towards the con's of having independent regulators working in the transport secor. This would include all aspects of transport. Also ideally would look into why having independent regulators could cause problems in the future.
The conclusion should related to why overall there would be more con's in having independent regulators.
