Improve page rank in google (SEO)

We run a niche dating website;- http://costamature.com/

I would like an SEO expert to get us onto page 1 of google under the following terms;-

1) Mature dating
2) Dating in Spain
3) Dating for older people.

Or, if these terms are no good, then suggest others.

We can do an ad-words campaign, i really just need to generate traffic.

This job is based on results, i do not want any offers of SEO audits etc, the requirement is to implement the SEO and prove it via page rank.

Not sure on budget so please be honest and realistic.
This is remote work so being in the UK is not necessary.

This could also lead to more work as will need to maintain this position and have other SEO work for other sites.
