Illustrations (Anime Style)

Seeking an illustrator for a purely private project, who would be interested in the following contract in an Anime/Manga style. The process would follow these steps:

1)In irregular intervals I would need individual character drawings (Chibi, SD-super deformed, or normal) matching the screenshot

2)One time drawing of a wild card, who looks like a will-o'-the-wisp/jack-o-lantern, and will be later used under the 3rd point with a few additional details (for example: hairband, hat...)

3)At regular 2 week intervals I will send the illustrator a description of a scene, involving the characters from point 1 and 2. Depending on the price these drawings will be either black/white line art or in color. These drawings need to be completed one week after the information is sent!

4)For certain events and holidays in irregular intervals some additional drawings as described in point 3 will be needed. For these cases the illustrator with have 1 month before the drawings need to be finished.

I am looking for information about how long it would take and how much it would cost to do drawings according to the aforementioned conditions, and if these conditions can be met.

Additionally I am interested in how much the rights to the pictures would cost. In this case the illustrator would give up all the rights to buyer and furthermore would not be allowed to use these drawings in a portfolio or to continue drawing as their own work.

My last question: would it be possible to receive the original sketches and drawings by mail for collecting purposes?
