I want to get a education website in php

Hi Guys

I need an educational website. I need a design as following template example:

1. I need design of website based on above theme and color schemes.

2. Then three column below the banner which shows three different
sections like SERVICES -- SCHOLARSHIPS -- EVENTS etc.

3. I need TABS as follows:
HOME -- ABOUT US -- SERVICES OFFERED -- SCHOLARSHIPS --
ADMISSIONS -- STUDY ABROAD -- CONTACT US

4. I need a blog page on the site where students can ask there
questions to admin team and we can answer their questions. every one
can see these conversations. and can ask question.

5. I also need a chat option in the site where admin can organize live
chat sessions to answer the queries of the students.

6. Then a download section will be provided where students can
download syllabus, date-sheets, online books, results, notes etc.

7. A registration form for student, college and individuals. By
filling this form they can register themselves on our portal and data
must be saved on server and a copy will be mailed to us.
