I need to make a PDF

I would like to ask you could you to make a PDF file like this example: http://www.nidirect.gov.uk/highway-code.pdf

from this official content: https://www.gov.uk/highway-code/contents

We do not need these pages (see a PDF example):
- Second page (starting "© Crown copyright 2008")
- Index (pages 141-158)

We need prepared PDF and Word file (if you will make it with Word).

I know that some senteces is different in official version, so please check this.

Can you do this? How much this task will cost?
