I need to get an MS Access Database Designed for Learner Information Management

I am wondering if you could help me design a database on Access that would allow me to run queries and produce reports based on the learners' information. Also, I wanted two types of access for the database - a) Read only b) Password Protected Editable. I'm not very sure of industry jargon but I hope you would've understood what I mean.

Also, I want it all to be cloud based or to be hosted on my website with login and password protection.

I've seen the existing templates on Access 2010 and am quite happy with it but I want someone to customise it as per my requirements.
