I need help customising a wordpress template for my new website

I have bought and installed a wordpress them called Avada. My assistant has been educating herself and playing around with it for a while and we have a few bits done to it, however we are very slow and need someone to help to move things along a bit and get the site looking more how we want it as there seems to be so much to sift through. So we need someone who can set up the basic site with the pages / sub pages etc the way we want it. We have a brief of how we would like the various pages and blog posts etc We can then upload the content. I have got the figure for my budget from looking around however less would be great, I am flexible on price for the right help.
