This is what my client requires!!

I would like to make the website look professional,
Have a look at the site which is currently
www.unischolarsonline.com
This looks pretty simple . I need this to give a neat and user friendly look with all its functionality in place.
1. The most important is the LIBRARY where the user will have sections like
Videos Audios Lecture Notes Articles , each section will have either Videos, audios like wise.
Categories like Agriculture, Arts , Education ...
AGRADERS will have
Author | Subject | University | Score | Date | Click to view
both the Library and Agraders must be interactive to use !! with a simple back end /front end (front end will discuss as we proceed) to upload specific file to specific category.
video should pop up with a water mark not on the video put in a frame below.(example http://legal.un.org/avl/presentations/asil2010_video_1.html)
2. Registration for users with relevant fields.
Then you can view the site but if you want to access materials it will ask you to register or login.
3. Then the Q&A should be like a blog where you can ask questions and any body that uses the site can advice on the answer.
(simple blog where user can leave comment reply)
4. It is responsive at the moment so that should be there!!
Other than the Library part its a 5 page design!! nothing fancy stuff because its for students.
What I expect from all those who would bid

Serious bidders only who understands WordPress and is an expert!!
Payment would be release only after completion of the project.
Daily activity report of what has been done
Can communicate through Skype, Google Hangout and mails.
BUDGET IS VERY LIMITED FOR ME .
If you can show me the demo of what theme you are gonna use would be great!
