I need a website built using LMS

This website would provide people to renew their licenses yearly. I need register/log on info, payment options. Course being provided needs to be 4 hours long. No test required. I have to provide specific business info. I want student to log on, pay for course then start watching course material. I would like for the student to start course, pause or log off if needed, then start where they left off at. After completion of course I would like to offer printable certificate. I would provide course material. Course material would need to be revised yearly. I need to know there personal info so I can register it with State Licensing. This would be very similar to Driver's Education.
