I need a small business website built and delivered

My budget is more realistically described as £200-£500 depending on our discussions. i've attached a fairly detailed if somewhat untidy specification of what I'd like built (using Joomla Gantry framework).
I'd like the site to be built and delivered to my host, functionaly ready to go (aside from text entry etc).

The spec includes an 'optios' tab which indicates the main items I am unsure about including due to potential cost. I'd like this to be part of our discussion.

Some other functionalities are also described as 'ideally, preferably' etc. My assumption is that any quote provided will include them unless stated otherwise in our discussions.

I am looking for someone who can exert a little bit of design influence too - I'm terrible at formatting/style so a nice portfolio would provide comfort for me.
