I need a database with a web interface ( My SQL ) simple and user friendly

I am a have a small website based business which I run all by myself in Africa. I receive requests for various car parts on a regular by phone initially writing them down on paper was ok but I am getting more and more request. As a pre-emptive move I would like to employ a few data entry staff and build a database which will store this information they receive by phone.
This is very straight forward and can be done on excel but I am looking to the future and I would like to be prepared now.

What I am after is a database my SQL driven solution . Essentially an interface for my staff to load the requests that they receive via phone, but also an interface for people to make requests using their mobile phone in a simple request app. The data is saved on the database.

Now the data is usually e mailed to several sister companies who are grouped in to e mail groups, depending on the type of data we will have to send to them from the database. For example some may want data about requests for specific type of products; data about requests form a specific location or area, etc because internet is not very reliable the data imputed by data entry staff must not rely on internet connection and once there is internet the data imputed directly on the website will automatically populate into the locally based database in the office.

The interface which I will have access to as senior staff should be able to query the database, set these query parameters and at the push of a button e mail or text out this to all the different sister companies, who will receive the specific kind of info they were after.

Data entry staff should have an interface with drop boxes that the can clicked to populate the data in the database. The combo boxes should be done in a way that makes it easy to update if names of products change etc this might mean having lists for parts, cars, locations, etc in the database to feed the combo boxes

I was told it is a very basic database to build and I was quoted £150 by a few but honestly I had difficulties communicating with the persons so I will rather have someone who is based in UK or at very least one who can communicate clearly in english
