I need a creative versed in Adobe CS6 After Effects

Creative should be versed in Adobe CS6 After Effects or similar. Short Non Profit film requires title sequence at front of film, duration around 10 to 12 seconds. Titles will be faded up and faded down, but will lay atop a street puddle, that ripples. The words should ripple in tandem. The puddle also reflects the surrounding buildings that are lit at night. The finished version should be 1080p (1920 * 1080) to match the rest of the film. Throughout design examples have to be sent to verify approval of direction of the creative. We need someone to start ASAP. Basic idea already done and can be sent, but we open to artistic suggestions.
