I need a communication stream like WorkStream in PPH

We run Distance Learning Courses in London. The most common problem we are facing is keeping track of our increasing number of learners and their on-going communication with us. We loved the idea of WorkStream used in PPH and want something similar. We want to design a Learning Management System with individual learners being managed and also all the communication being saved and attached with that particular learner. At the moment, we are wasting a lot of time in on-going assessment of learner's work on emails and then when the learner posts us their portfolio, we spend more time on re-assessing the same work physically (using pen and paper) which was originally assessed digitally. We want to make all our assignment submissions online so that we don't have to do any physical assessment of learner's work.

We also want to automate emails with learners in terms of the most common communication. I mean to say that learners should get pre-set emails at a regular point of time after they've joined the course.

I hope that the reader gets an idea of what is expected from this job. Only people with some teaching and assessing experience may respond to this job as we have had many bad experiences in the past from people who don't understand education and the core principles of it.
