I need a clean recipe app for Andriod and iphone, should be done using phone gap

General information for the app: this will be a recipe app , that will be linked to a website. the website would need to be build you the developer. The app would not need the internet to access the data as the data will be stored on the app. it would , however require internet to post rating and messages, as well as to send recipe to admin. and to update the app. There is an existing app in playstore but the back end is broken , hence why i need a new one. .

Description of requirements/features: the app will include space for advert , this advert will be uploaded and managed from the website.
