HTML5 website development

I need to create a website that will search religious scriptures. The site will need to search using various methods (that are already defined including Sql statements). It is a refresh of an existing old ASP site but will need to use the latest technology. The back end database is available too but needs extending to include some more features (listed below). The features that the site needs to have are

1) search scriptures, view results and show single hymn or a full page. These 3 features need to work in a unified way and NOT as 3 separate pages that postback the full content.
2) view additional resources against each hymn (these could be pdf files, audio, video, or html links to articles that are part of the CMS)
3) A video section that will have various videos that are fully searchable.
4) An Admin section (Content Management System) to add new articles, videos, audio and pdf resources
5) A mobile version of the site that is viewable across phones and browsers
6) Index pages that arrange and contain links to various hymns
7) the site will need to embed a font into the pages to prevent the need of downloading
8) The home page needs to be a rich display (similar to the BBC homepage) which shows the latest content, most viewed items, most read and most listened too.

Overall, the site needs to have a very rich HTML5 experience.

The project needs to be completed within a few weeks. The quote should be broken down into two main costs. One for the web design and the other for the programming.
