HTML5 Twitter Client

We're looking for a small mobile-optimized HTML5 Twitter client. The primary functionality is as follows:
- Twitter OAuth
- Saving user to a Twitter list
- 2 auto-updating twitter streams: one following a hashtag, one following a list
- Updating: writing and sending tweets, including option to automatically insert a hashtag or a certain link. Screen will have controls for these for the user. Should allow adding photos and location.
- Viewing a Twitter list of users with option to @-mention them from the list directly
- Two static information screens

You will get a full PDF mockup / wireframes (iOS-based) of the product to evaluate before accepting the job. Please note that the turnaround time for the project is 25 days from the start. The product needs to work equally well in iOS and (most popular) Android phones. For further work, experience with PhoneGap would be a big plus, but not native app wrapper not required (I hope) for this first version.
