HTML5 object to speak multiple 'yays' / 'nays' according to param values.

I'm currently generating graphics for my iVoteSize survey results (like

... can / how would you build a html5 object which can take param values *like* chd/chco above to 'play' (on the speakers) multiple 'yays' or 'nays' (params determining how many voices and location of one of the five audio clips). This object will probably have to find a way to simulate many overlapping versions of the same clip without necessarily trying to play >1000s of 'staggered' tracks at the same time.
