HTML Exepert - Cleaning up a Newsletter

We are a fashion e-commerce website based in the UK. We are sending to our subscribers a weekly newsletter. We have noticed lately that our newsletter has a some coding issues. This impacts the deliverability of our Newsletter (spam filters), and the general look and feel of the email (images not really aligned, etc).

Main task are:
- A clean and optimised the HTML code (to avoid spam filters)
- Improve the look and feel (all image aligned properly, social media icons centred, buttons displayed properly, remove a piece of text part of the background, and the phone number and email address to be aligned with our banner)
- Our email display differently on gmail, outlook, etc. We want to make sure we have the same look and feel on any platforms.
- Rezise the email from 650px to 620px
- Mobile optimised (making sure it is responsive)

Requirements:
- We are looking for a HTML and Emailing expert with a good track records on this type of job.
