How easy is it to create website like PPH

Would like to create website similar to this but for professionals not students / amateurs etc to bid on. Want to get clients with high budgets looikng for photographers and videographers to meet their needs.

I have used PH many times and always lose out to a inexperienced nobody who bids at half the price anyone else thinks of so it would be good to have a site similar to this but for more experienced professionals. I like PPH but the buyers seem to think they are getting a good price when they are buying inexperience. sorry my opinion.

How quickly can this be done and how much would it cost.
