Homepage with content management system

I currently have a website that I would like to be redesigned. I would like to be able to add content to it easily without having to create individual pages and uploading them and I expect something like Wordpress would be the way forward.
The server we are running doesn't have the latest version of phpbb installed as it would conflict with the forum we host. This needs to be taken in to account when designing the page.
The new homepage needs to be professional in appearance and have the menu system set up to allow me to move the existing content across - I will move the content across as not all content will be required.
The website will feature articles, videos and will pull through info from the forum such as latest posts (I have a php script for this already working).
I would also like a banner management system so I can add advertising banners to the top

So, basically the job is to:
Design the homepage
Setup the menu
Ensure a content management system is in place
Enable a banner management system
