Holding page for new project, mobile browser optimised/

Due to the failure of the original developer I have been left with a half finished poorly implemented holding page and a client who is reconsidering even taking the project any further with me.

What I require urgently is a holding page uploaded that works on all browsers and works on mobile browsers as well.

The holding page is an image designed on photoshop and it just needs to be implemented so that the image fills any sized screen and auto-adjusts if the browser is resized.

If you view on a mobile and resize on a pc browser you can see that text and image overlaps.

I need this completed ASAP as in within the day today or by tomorrow latest. I have the psd file, the text in on there and can provide anything else required.
