Hiring a free lance graphic designer

I am a printing broker based in Belfast and I am looking to Hire a graphic designer to out source all my design work to, this is quite a bit of work between 4 to 10 items per week. I have used 2 designers and there talent hasn't been where it needs to be so I need someone affordable and very talented who can follow a brief and willing to understand the end user sometimes needs help with what they are trying to achieve so understand,good customer services and great talent is a must for this role.
