General Statement of Work

Website Development


Concept:

The goal of the website is to provide second opinion’s for radiology studies, such as x-rays, CTs, MRs, mammograms, etc.

While the primary focus is on second opinions for radiology studies, a singular functionality will not work to engender trust and repeat traffic to the site. Therefore, the site needs to include options for other avenues of interaction.

The weakness in some of these sites is that there is no other reason for a person to come to this site except for completing this single function. Due to the technical nature of the function, it is hard to attract and retain people in this venue. We want to include more than this basic service, while not totally diluting the focus. We also believe that a mail option is necessary (which is not available readily on these sites) as some studies will not properly upload and some people won’t be able to figure out how to upload it or feel comfortable with doing that.

Provider of cloud services must be HIPAA compliant.

The primary functionality includes:

 Register as a user
• Assign username and password
• HIPAA policy approval
• Other potential policy approvals based on legal requirements
 Select option for services to be purchased
• Second opinion - internet upload
• Second opinion – mail in
• Verbal consultation charge
• Expedited service charge
 Charge credit card

If upload:

 Upload images
• Note: Images must be upload in DICOM standard format. This is the standard protocol for use in any viewer and should be available on cds provided to patients that they would insert in their CD rom drive
 Ability to export images from website server to our viewer
 Dictated report uploaded to website server and viewable via login – print option for users. Report will be in word\csv or other easily transferrable format.
 Track of list of open studies that need to be dictated\not complete based on payments made

If mailed:

 System generates pre-addressed, pre-paid fedex\ups or usps sheet that they attach to their envelope.
 Administrator is able to update system to reflect that the study has been received in the mail.
 Dictated report uploaded to website server and viewable via login – print option for users
 System generates mailing label to resend studies back to patient
 Track list of open studies that need to be dictated\not complete based on payments made

Verbal Consultation:

 System generates notice that a verbal consultation is ordered with the second opinion
 Once verbal consultation is completed, there is away for the administrator to update system to reflect that the consultation has been completed, including time\date and who was spoken to.

Additional Functionality:

In order to attract and retain users, the website should also provide:

 Information links which can be expanded related to radiology studies
 For example – information on different types of radiology studies
 Appropriateness of certain studies given symptoms

 Discussion section which allows user to ask questions and people to post comments about their experiences. This should be open to public viewing, but you need to register to ask a question\post comment.
 Links with patient data must be SSL secured\HIPAA compliant

Follow-on Tasks:

 Create portal to allow users to log in to ask other doctors questions based on their specialty (discussion section expanded). For example, ask questions to a dermatologist, physical therapist, pediatrician, radiologist, etc.

Related Sites: avvo.com (that’s 2 v) – problem with this site is the name. This site also allows specialists to establish their own accounts. This site generates revenue by having the specialist pay to be listed on the site, but they do have a free option.
