Hancoded Website Needed

I would like a website that is hand-coded from the very beginning - no templates used and no code generators.

It must be all hand-coded pages, individual titles, images and meta data and friendly filenames etc for SEO.

I want it hand coded so I have total control over every little element. I am fed up with Wordpress. I have never found a theme I actually like and it is hard to use if you are not a php and CSS junkie. I can give you many reasons why I dislike Wordpress.
Your html must be hand coded, cross browser compatible, validated, semantic and SEO-friendly.

I want to be able to add pages myself and make minor changes to my pages, especially the text. I am looking for your advice on this part. Possibly edit a simple text file to make changes on any page I wish. Adding a new page should be as easy as creating a new text file. That’s it! I don’t want to have to sign in to WordPress and go through their menus to find the page I want to edit and change. I don’t have to wait for a feature to be implemented in WordPress. I don’t have to upgrade to the newest version to fill a security hole. Or anything of the sort. I absolutely hate Wordpress. I am fed up with it.

I just want to be able to open up a text editor, traverse to the directory where I keep my site pages, open the one I want to change, make my changes, test them locally, and then upload them to the host server where the changes become instant. Is this possible or do you have a simpler solution?
Admittedly, a number of steps but overall far less steps than using WordPress as a CMS for a small web site.

I want a site that looks exactly like http://www.freebeautytips.org/. This site was hand coded because it's my friends.

I will provide all graphics and content. It’s crucial I can make minor modifications myself to pages without being a programming expert and it must be a simple process.

IMPORTANT* - I don't know my budget. I will leave this as a minimum for now, so please ignore what I put for now. I will be getting more quotes so be as competitive as you can.

Regarding the start date, I am very flexible. . The priority is to get the right solution first.
