Green R&D Website Advertising

I am having a green research and development website developed soon, and I’d like some help in advertising the site. The website has space for advertising on each page (pay per click, direct, bid etc). Personal/corporate carbon credits are for sale to generate revenue.

Personal credits would be primarily directed at individuals who wish to reduce their carbon footprint in a productive way.
Corporate carbon credits would be primarily directed at oil, gas and coal mining-production companies. Secondary credits could be directed at any large company wishing to reduce their carbon footprint in a unique way.

As I intend to base the company in one of the governments new Enterprise Zones, a local area could be targeted (local paper, radio etc).

The website will already have social network links and integration (facebook twitter), but further internet adverting would be needed (search engines, collaborative advertising etc).
Any other forms of advertising would be welcome, as long as they are not personally intrusive, immoral, illegal (obviously) and irritating. I see the majority of this work sending out emails, and maybe a few phone calls. I will leave it up to you how you price the work, but I’d rather a fixed price per email, or bulk sets of emails.
