Google AdWords Pay Per Click Campaign

I am looking for someone to support me with regards to AdWords PPC campaigns for one of our new clients. I expect the work to require 20 hours per month, perhaps 40 hours in the first month. I would ideally like to meet the person involved at least once, which is why I need someone ideally who is prepared to travel to West London for an initial meeting/discussion - this time will be paid for, as will reasonable travel costs. I want someone who has got lots of proven hands-on experience. I dont care about anything else. I have the topline strategy sorted and I need someone to deliver it but also to make recommendations to improve it.
