Freelance bidding website

I need a site for some specific categories of freelancers like PPH, oDesk, Freelancer, etc.

Its main features will be:
1)Users categories: Simple Users and Freelancers (and some sub-categories for Premium Members)
2)Bidding System
3)Rating and commenting System for users and projects
4)System for message exchanging between all member categories
5)Big categorization of the kind of jobs. (cats, sub-cats, etc)
6)Some more minor features.

The site will not have a payment system. Just the above interaction. The transaction will be occurred offline between the agreed parties.

The project is about to start in April, if a deal is closed.
More details upon request and after the first real bid from you. I am flexible to pay more if more features will be added. But I need real bids for the above basic ones.
