Framework for a Design work upload and rating site

I wish to create a site that users upload their designs and peers can rate them and the site then ranks and changes accordingly. The hompage would be similar to www.dribbble.com and scroll at intervals to give fresh work.

The user will sign up and will have access to uploading (have setting to cap upload per user) their image and a description. as well as like or dislike others work.

To comment on posts user will need to pay a once a year membership fee. with this their cap will be increased as well as comment privalages.

all the likes etc will need visual feed back that shows the number (with a small graphic next to it describing what it is).


i am a graphic designer, so i can do design work, and arrange the html. so if you build it in a way that i can alter certain settings and design pages layouts easily.

Please bid if you can provide most of this, we can discuss and i am open to changes/ideas. Lower bids will be considered as well as more experience.
