Food delivery ordering system in Classic ASP

Online food ordering system just like http://bit.ly/1aOPXFQ but to be made in Classic ASP / MS-Access instead. Other additional requirements based on the above system:

1) Responsive layout

2) Map delivery area not required.

3) The whole order process should become 2 screens:
a) the menu, with the order summary as it evolves through the order
b) Order Summary, Delivery Date/Time, Delivery Address, Personal details, Payment, Promotional code

4) Potentially, needing the system to work with different payment provider/bank.
5) Potentially, needing the system to work with a GPRS printer

Please let me know the cost and time required for each one of those. ie. Show me a breakdown of cost and time for each of the above elements.

The only differences are that

a) Instead of the dropdown (0,1,2,3...) he wants a + and _ buttons. The layout should basically be like http://www.just-eat.co.uk/restaurants-reynoldsveghut-rg30/menu-100834
b) There is also a charge for delivery, depending on the order value, which should be automatically calculated. Or it could be based on the distance from the restaurant (can be calculated using google maps API)
c) He wants a photo to show for each dish. In that sense, you could say it's something like http://www.phpjabbers.com/food-delivery-script/demo.php
d) The layout should also be responsive and work on mobiles too.
