Fixing an ASP.NET in C# Site

I have an ASP.NET in C# site. The programmer who set up the framework for the site created a folder called BIN and put two dll files in it.

The problem is I want this site to work without the dll files. Right now, if you just delete them, two of the pages on the site that connect to the database throw an error.

I want someone to remove these dll files and BIN folder and fix the two pages so they work without them. It should be an easy fix. I need this asap.
