Fictional but could be real

My next book involves a third country that has developed Hardware/Software equipment for use at Airport around the world, that scans innocent passengers, copies their passports, to be used by the country's spy organisations!!!! now I need technical the feasibility of the idea, can this be done, (well yes it can and is)but is there anyone who can put more meat on the idea and story???
