Expert osCommerce developer required for upload of banner

I require an osCommerce developer to upload a new banner that I have designed. Please view the following design as this will allow you to get an idea what work is required.

The file will be provided in a zip file that you can download and work with, but it is not HTML so you will need to convert that.

Additionally, - Need to make the 'log in' button work at the top left of the new banner, so that customers can log in to there account and 'log out', then needs to divert to a page where customer can log in, and log out, or create an account as well. This function should be built in already to the CMS and probably just needs reactivating.
PLEASE NOTE : I do not want to make this compulsory to the customer, just an option. The checkout needs to be as simple as it now.
