EP/Album Cover

The singer is standing in the middle of a busy intersection/crossroads with the traffic and the world in general moving in all directions maybe slightly out of focus he is looking up slightly and is about to get soaked but the water about to hit him is freeze framed. To put it bluntly the person in the picture is having a really bad day. Im willing to pay for quality and style. Im not sure how this is done or if its at all possible but before we agree to anything I will need to see something like a mock up which I am willing to pay for.
