Educational Website Designer Required

I need someone to work with me on designing a website for educational purposes. It needs to be designed so that once it is up and running I can continue maintaining it myself.

The site will need to include basic detail pages, password control, registration facilities, testing for clients, video and image displays, payment facilities.

The testing side of the site will need to be fully editable by myself. (I have experience of designing small websites using Dreamweaver, but that is all!)
The testing needs to incorporate timed questions, oral questions, graphic questions and be able to check answers and issue results. I do need to be able to update these questions easily and quickly - that is extremely important. I do not want to have to contact someone every time I need to do an update.

Ideally I would like the site up and running by October 2012, but realize this is a very tight deadline, so am flexible. I would need someone who has excellent ideas for web design, who can work alongside me for content control and who can be relied upon to produce a site which will be exactly what I envisage..... no easy task!

I have not given a budget, as I really don't know how long it will take to construct the site or what costs are involved. However, I do not have endless funds and am not a business, so please do not bid if you feel you cannot do this for a reasonable price.
