Targetted Web traffic building for existing site

I am looking for someone who is experienced in generating website traffic using various methods inc SEO, PPC, Link building etc. for work on bringing traffic in to an existing site offering services in Devon.

I do not have a big budget but would expect to pay a fixed monthly rate over a period of time or 'X' amount of hours per month. I have other sites that will need the same service once this project is progressing and starting to show good results. Samples of work would be great :)

This is not my field of expertise so i am looking for a long term working partnership.
