SEO link building for new web site

We have a new micro site http://www.apmforprince2.com we need some basic link building. We are looking for theme links from blog sites, directories and article sites. The key word we are targeting is �APM for Prince2�. The site is currently on page 3 with virtually no links, just on-page optimisation. We are interested in half payment when at the start, then a payment for top 6 in Google with a bonus for first rank in Google. This is not a very competitive key word so should be possible with a couple of hundred good links.
