Search Engine Expert

I have started a new company and the website is nearly finished, I have put the website live today, it clearly displays the website is still under construction. I am in need of someone who can get my company website to the top of the search engine search! I need my website to have a PR9 minimum when we are done. I would also like a small, short nothing special step by step on what you are doing to get this.

My budget is very small at this present time, but if a candidate is successful I am looking for a long term relationship with them!
