Link building for a restaurant website

We require a skilled, white-hat link builder to give our client a boost in the search for "Exeter Restaurant" on Google.

We optimised their website and built a handful of initial links last week and the site came straight up to page 6...however, we need a page 1 listing and do not have time to build the links fast enough!

We'd also like to target Exeter Christmas Functions quickly (on page 2 for this) and Exeter Wedding Venue (not on first 10 pages currently).

Please advise us your estimate for the amount of work needed to reach page one, and how soon you can achieve it. A breakdown of where you would build links, and examples of past sucess would be helpful.
