Google ads account setup (to be done today) - UK only

Hi - I need a Google ad account set up. For some strange reason when I tried to do it I got the message: 'Your account is suspended. We've detected suspicious payments in your account.' No payments had been tried as it was a brand new account. I tried setting up a new account (twice) with different payment details and different account name, but still got the same message. No idea if the issue is now associated with my IP address or with the website etc, who knows. I've submitted a ticket to Google but no idea when that will get addressed. I have access to other Google ads accounts and have no issue with those.

I'd therefore like help setting a new account up that will work, so I can then create the campaigns etc and get these ads running.

This new account is for a client of mine, a law firm. I won't need you to create campaigns etc (other than maybe one campaign in order to complete setup), in order to set the account up for me, with me over the phone while I give you the details. I'd like to have ownership for the account but not sure how this is done.

Initially I'm having to use my own payment details to set up the account, then the client will login to the account to add their own payment details.

NB> I posted a similar project yesterday evening but am posting this in the morning as I realise that it's got lost down the list of jobs overnight.
