Fine-tune Google Adwords campaign

I'm running a PPC campaign on Google Adwords Display network and am watching my budget being eaten without any tangible results.
The product is a niche dating website - datepositive.net - and I need someone to sort out the campaign and get some results.
I have selected placements (mostly UK media and newspaper sites and some health sites)and am not running the campaign across the whole Display network. A tiny number of sites give 1000s of page impressions and a bulk of clicks with no joiners. The campaign never gets impressions on other sites. I've actually paused the campaign until someone from PPH comes on board.
NOTE: I am not sure conversion tracking is an option because one has to be logged in to access the payment pages, but I can check this out. In other words, some of the site's internal pages, such as profiles, membership upgrade etc are not accessible to Google.
I am fine with my Google PPC Search campaigns and don't need help with the PPC Search Campaigns. Whoever bids must have solid experience with managing a Display campaign.
