Facebook Ad Campaign creation for CPA campaign

I'm a CPA marketer. I have a landing page that I need to drive traffic to in large volumes.
I need help creating a traffic campaign in FB.
My previous attempts get rejected as they didn't comply with their terms.
I need attractive ad images that users want to click on and great text created as part of this campaign. Also an important consideration is the audience so I need assistance with creating the correct audience. I have an idea about all the above so we can work together on some of this.
I have a goal to get the CPC to below $0.25 if possible.
