Support with Email templates

Hi,

We have three companies that each require newsletters to go out every 2 weeks or monthly. I would like to set up an arrangement with an email marketing expert where we send through the psd files, you initially create the template in html to work in constant contact or sugar crm email software, then we can amend the text and edit photos to appear in the emails.
Is this something you can assist with?

My current supplier is dishonest, incapable and untrustworthy and I need to change immediately.
