Online market research to obtain email addresses

Obtain email addresses of 200+ shops and cafes in a particular town and send an email (already prepared) to them.
The site halbartonpaintings.com.au sells prints of paintings which have been painted in and around this town and region in Australia.
I need a person to search websites of shops and cafes in the Noosa, Sunshine Coast, Queensland region, find out their email address from their website, or other means, and send them a standard email inviting them to purchase a print of this local artist to display in their shop, restaurant or cafe.
The budget is USD$75 with a deposit of USD$25 for a 1 month project, starting 1 week after the seller is selected.
The total of USD$75 will be paid if a minimum of 2 prints are purchased in this month. (Target is 10). If only 1 or no purchases are made the seller can retain the USD$25 deposit but no more as the project is considered incomplete.
I will provide the email content, an email address to be used by the seller for forwarding the emails and handling any replies, and provide weekly analytics to the seller to track any purchases.
Preference will be given to sellers with experience in lead generation.
