Direct E-mail Marketing Campaign

I am looking to implement a direct e-mail marketing campaign promoting my companies Google Ad Word services. The price can be worked out per 10,000 emails sent but I am open to suggestions as to the best way to proceed.

We are looking for someone who can send a professional and effective campaign using an online software for faster emails transfer, which can track opens, clicks, hard and soft bounces.

Finally I do not have access to a database so you would have your own contact list or alternatively I can source the data myself.
